REGISTRATIONS: 

To obtain any permits within the City of Shelbyville, companies must be register contractors and Plumbing and Electrical Apprentices and Journeymen.

All registrations expire at the end of the calendar year. All license holders must re-apply each year in order to keep the license active.

Building Contractor Requirements: 
APPLICATION 
Each application must be accompanied by a certificate of general liability insurance and an original $10,000.00 surety bond made payable to the City of Shelbyville. Both the bond and the certificate of insurance MUST have expiration dates on them.  Registration fee is $50.00.

Exemptions: Homeowners performing work on the house they own and live in need not to submit application or insurance documents but must obtain a permit for the work and comply with all inspection requirements. 

Electrical Requirements:
APPLICATION 

Contractor:
Each application must be accompanied by a certificate of general liability insurance and an original $10,000.00 surety bond made payable to the City of Shelbyville. Both the bond and the certificate of insurance MUST have expiration dates on them. Also the contractor must have taken the Block & Associates Exam (Experior) or equivalent exam with a passing score of the jurisdiction's requirement. Contractors will need to submit a current letter from the jurisdiction where said exam was taken. If he/she has not taken the Block or equivalent exam, a contractor must take the Block & Assoicates Exam through Prometric.  Please follow the link to gather information on how to sign up to take the exam. https://www.prometric.com/en-us/clients/construction/Documents/NtlCatalogCIB_20141216.pdf  The exam code is 20113 with a passing score of 75% requirement.   ONLY ELECTRICAL CONTRACTORS CAN OBTAIN PERMITS.

Journeyman: In order to receive a journeyman license in the City of Shelbyville, he/she must hold a valid journeyman license somewhere else and submit a copy of said license with this completed application.  If he/she doesn't hold a journeyman license somewhere else,  a journeyman must take the Block & Assoicates Exam through Prometric.  Please follow the link to gather information on how to sign up to take the exam. https://www.prometric.com/en-us/clients/construction/Documents/NtlCatalogCIB_20141216.pdf  The exam code is 20213 with a passing score of 75% requirement. A journeyman can hold a license in his own name to preserve his active status, but he cannot engage in electrical work unless he’s doing it under the supervision of an active contractor and a permit has been issued for the work.
 
Apprentices: Anyone actively working under the supervision of a licensed electrical contractor must obtain an apprentice license; there are no license requirements.  He/she simply fills out the electrical license application.

Contractor Limited (Homeowner): The contractor limited license is issued to a homeowner who owns AND lives in a house that he/she wishes to do electrical work in.  The City offers an homeowner exam on the second Wednesday of every month at 8:00 a.m.  It’s a 2 hour open-book exam with the National Electric Code book.  80% is required to pass the exam.  Upon receiving at least an 80%, he can obtain a limited license that’s good for work done on that residence ONLY and expires upon completion of the job.

Mechanical Contractor Requirement:
 APPLICATION

Each application must be accompanied by a certificate of general liability insurance and an original $10,000.00 surety bond made payable to the City of Shelbyville. Both the bond and the certificate of insurance MUST have expiration dates on them.  Registration fee is $50.00.

Homeowners:
 Homeowners who wish to do their own mechanical work on a home that they own and live in may do so WITHOUT being licensed.  They must pull a permit to do the work though.
Plumbing Requirements: 
APPLICATION

Contractor:
  Each application must be accompanied by a certificate of general liability insurance and an original $10,000.00 surety bond made payable to the City of Shelbyville. Both the bond and the certificate of insurance MUST have expiration dates on them. His/her Indiana state plumbing license number must be on the application as well.

Journeyman: To register as a plumbing journeyman, one must submit a Plumbing License Application with his/her Indiana state journeyman license number on it.

Apprentice: This license pertains to anyone who is involved in the apprenticeship program and has a valid apprenticeship license number as well as any other individual (helper) engaged in plumbing activity on the job site.  He/she must submit a completed, signed Plumbing License Application with his/her apprenticeship number on it if applicable.

Homeowners: Homeowners who wish to do their own plumbing work on a home that they own and live in may do so WITHOUT being licensed.  They must pull a permit to do the work though.

 




Construction Requiring a Location Improvement Permit

 

In some cases a building permit is not needed but a Location Improvement Permit is required. No Improvement Location Permit shall be issued unless the project is in conformity with the provisions of the Zoning Ordinance, the Subdivision Control Ordinance and all other applicable regulations of the City of Shelbyville. When applicable, consistent with Article 8 of the Zoning Ordinance, Site Development Plan review and approval shall be completed prior to the issuance of an Improvement Location Permit. This permit is $30 for each structure.
